Effectively-once effects

Transport is at-least-once: a vote may be delivered more than once after a reconnect or retry. Each vote carries an idempotency key, so re-delivered votes are collapsed and counted once.

A reconciliation job reconciles raw events against the aggregate projection so the certified report reflects effectively-once vote effects over at-least-once transport.
